VICMAP
Vicmap is currently arranging to onboard the first 5 LGAs with the LRDRP project. To support the program, Vicmap has recently implemented updates to the Vicmap Transport product through an established change management process and has developed a new dedicated portal to facilitate project-specific data downloads.
To facilitate these updates, the Vicmap LRDRP Handbook and email notification containing unique dataset access details for portal access will be distributed to LRDRP council contacts in late August 2026.
The TR_Road dataset for editing to support this project includes a series of new LGA specific commentary fields will provide councils the ability to review attributions such as:
- Feature Type Code (road, bridge, culvert, roundabout)
- Road Name
- Road Type
- Classification Codes
- Road seals
- Urban fields
- Coordinating Auth Code + Responsible Auth Code
While not essential- LGAs have expressed interest in updating other fields in TR_ROAD, Vicmap has made these fields available for update. These fields are not critical for reporting for this project:
- Restrictions
- Physical_condition
- Vehicular_access
- Load_limit
- Load_limit_assess_date
- Height_limit

Councils that require an external provider to undertake the LRDRP work, can find the link to the Geospatial Data and Analytics Panel (supplier list).Analytics would be the category to consider for the LRDRP.

VLGGC Questionnaire - tab VGC3+
Victorian councils are currently working towards reconciling their roads data with the Vicmap database – TR Roads.
As part of this process councils are required to provide local road data in the VGC3+ tab of the 2026-27 Annual Questionnaire.
VGC3+ allows for the collection of road classification data, including urban/rural splits, strategic routes and total maintenance expenditure in the Vicmap road classifications for local roads (3-6). Bridge data and major culverts will also be collected in length of each road classification.
Councils are asked to provide as much detail as possible in VGC3+ including any information in the comments section before submitting the VLGGC Annual Data Return on 4 November 2026.
To continue to assist councils in providing local roads data in this new format, a specific allocation from the 2026-2027 local roads grant will again be provided for the provision of road purpose data and the final transition of data to Vicmap. The allocation is part of the total local roads grant pool and is allocated based on a base amount of $10,000 per council, with the balance distributed in proportion to the total length of local roads in each council.
From 2027-2028, data provided in VGC3+ will be used in determining the grant allocations.
In addition to eliminating the need for councils to complete local roads returns, this initiative will achieve a reliable and centralised local road data source for the entire state.
Information Sessions
Over 200 people attended the initial LRDRP information session held on 12 August 2024. The session provided councils with an overview of the pilot project undertaken and detail on the next steps for the provision of local roads data to be collected in the Vicmap transport layer. Councils were informed of the data pack that will assist them in the pre-work required before undertaking the reconciliation stage of the project with Vicmap Spatial Services (VSS).
