Performance Reporting Framework
The Local Government Performance Reporting Framework is a mandatory system of performance reporting for all Victorian councils. It ensures that councils are measuring and reporting on their performance in a consistent way to promote transparency and accountability in the local government sector.
The framework is made up of 59 measures from a range of service areas, including roads, planning, animal management and waste. It is complemented by a Governance and Management checklist of 27 items, which shows the policies, plans and procedures in place at each council. Together, they build a comprehensive picture of council performance.
Local Government Statement of Secure Employment
On 28 November 2025, the former Minister for Local Government, the Hon Nick Staikos MP, announced a new requirement for councils to include a Local Government Statement of Secure Employment as part of their annual reporting.
This initiative aligns with the Victorian Government’s commitment to minimise insecure work in the local government sector and will provide greater transparency of local government employment outcomes. It will also give councils better insights into the scale and effectiveness of their labour usage and how this aligns with their service delivery and financial management goals.

Feedback and Engagement
In November 2025, the Minister for Local Government invited the sector to provide their feedback on the proposed employment indicators and workforce metrics.
Fourteen councils and two peak bodies have provided feedback during this process. The Department of Government Services (DGS) finalised the Model Statement of Secure Employment to reflect the comments provided through this consultation.
The Statement of Secure Employment is voluntary for the 2025-26 reporting period. Councils are encouraged to participate in the preparation of a voluntary Local Government Statement of Secure Employment in 2025-26.
Support for councils
To assist councils in preparing their Statement of Secure Employment DGS has developed detailed guidelines for councils to support the preparation of their 2025-26 reports. This includes advice on what needs to be reported, clear definitions, and information on how to calculate the required data.
Next steps
To support the introduction of mandatory reporting, the Local Government (Planning and Reporting) Amendment Regulations 2026 (the Regulations) were made on 16 June 2026 and come into operation on 1 July 2026. The Regulations prescribe the requirement for a Statement of Secure Employment to the included in the annual report of a council and prescribe the secure employment indicators to be included in the Statement of Secure Employment.
