Living libraries infrastructure program

The Living Libraries Infrastructure Program makes Victoria’s public libraries more accessible to all people. State government funds councils and regional library corporations for new, redeveloped and refurbished public library infrastructure and new or updated mobile libraries.

Premier’s reading challenge book fund

The highly successful Premiers’ Reading Challenge initiative encourages young people to discover the benefits of reading. The program is open to all Victorian students from Prep to Year 10, and challenges students to read, to read more often and to read more widely.

The Premiers’ Reading Challenge Book Fund provides an annual allocation to councils and regional library corporations to buy more materials to support the annual Premiers’ Reading Challenge.

This government announced a $4.4 million investment in the program over the next four years as part of the 2016-17 State Budget. All Victorian public libraries will share in the funds to add new resources to their collections from the Premiers’ Reading Challenge Book List. This allows participants of the Premiers’ Reading Challenge to access materials to complete the challenge at their local library.

Reading is critical to literacy development and future educational success and this funding and other Victorian libraries funding demonstrates the government’s commitment to lifelong learning and the value of education.

Annual Survey of Victorian Public Libraries

Each year, Victorian public libraries are surveyed about their services. The survey includes information about service points, staffing, loans, circulation, collection size, information technology and financial data.

Regional Library Corporations operate under the provisions of the Local Government Act 1989. Under the Act, libraries must operate and report using a structure similar to that of municipal councils. Each corporation has an agreement between its members which has been approved by the Minister for Local Government.

Victorian Mechanics Institutes

The first Victorian Mechanics' Institute was established in 1839. Over 500 remain today, some still offering library services.

The operation of Mechanics' Institutes in Victoria, particularly in relation to the sale or transfer of land, comes under Section 4 of the Libraries Act 1988, which is the responsibility of the Minister for Local Government.
