Benalla Rural City Council is located approximately 180kms north east of Melbourne. The Council was formed in 2002 following the de-amalgamation of Delatite Shire Council into Benalla Rural City and Mansfield Shire Council.

The Rural City has a diverse economic base with the main industries by employment being wholesale and retail trade (20%); manufacturing (19%); agriculture, forestry and fishing (12%); health, cultural and community services (10%); and education (8%).

Benalla Rural City is an unsubdivided municipality consisting of 7 councillors.
Councillors are elected through proportional representation voting.
From November 2008 general council elections, all Victorian councillors serve a four year term.
The council's next independent Electoral Representation Review is scheduled to be conducted prior to the 2016 elections.
