Greater Shepparton in the heart of the Goulburn Valley is the fourth largest provincial centre in Victoria. Shepparton township is located at the confluence of the Goulburn and Broken Rivers and at the intersection of the Goulburn Valley and Midland Highways. The region has a diverse population, with 15.7% of residents born overseas.

The region is a major fruit and vegetable processing centre, with two large canneries. There are also large dairy processing facilities located in and around Shepparton, which provide products for both local consumption and export. Irrigation is critical to agricultural production.

The main industries include agriculture, fruit and vegetable processing, dairy product manufacturing.

Councillors are elected through proportional representation voting.
From November 2008 general council elections, all Victorian councillors serve a four year term.
The council's next independent Electoral Representation Review is scheduled to be conducted prior to the 2012 elections.
