Procurement Professional Program (PPP)

Procurement Professional Program (PPP)
The Procurement Professional Program (PPP) is a custom designed, extensive procurement training course for Local Government professionals.
Significantly, successful candidates will be awarded an internationally recognised qualification, the Chartered Institute of Procurement and Supply (CIPS) Level 4 Foundation Diploma in Purchasing and Supply.
Candidates will also earn CIPSA Diploma Membership status and eligibility to continue their studies with CIPS with accelerated entry into CIPS Level 5 Advanced Diploma in Purchasing and Supply.
This course and its accompanying award represent a first in Local Government in Australia; a purpose built, CIPS qualified procurement training course.
The PPP will require participants to attend 11 days of face-to-face lessons (inclusive of CIPS exam preparation) over a 12 month period at nominated locations. Pre-unit, post-unit work and assessments will be required for each unit.
The CIPS units of study will be delivered via an on-line based correspondence program, with an on-line tutor to assist with enquiries.
Further support for participants is available through an exam preparation day attend facilitated by the unit tutor. There will be an exam for both CIPS units that will be scheduled in for participants.
This course is an excellent opportunity for council staff to participate in the most comprehensive training available in Australia for local government procurement professionals. Upon successful completion participants will be awarded an external qualification with an internationally renowned institute, with opportunity to further develop their professional studies in this field.
For councils, this course represents an outstanding opportunity to improve the procurement capability in their respective organisation, with participating staff being able to implement the knowledge accrued throughout the course and to share their knowledge and competency throughout the organisation.

Dates and venues are to be confirmed, however it is envisaged that there will be five courses running concurrently in various locations, between October 2009 and November 2010.

$4800.00
Local Government Victoria has funded course development and a delivered a substantial subsidy for participants.
The course is offered at a reduced rate of $4800.00 per participant. Similar training has been costed at over $11,000.00 meaning that this course represents excellent value for money and a worthwhile investment for every council.
Cancellation Policy
Enrolments cancelled with 4 weeks or more notice prior to course commencement will receive; a full refund, a substitute attendee or credit towards a future course (within 12 months). If enrolments are cancelled within 4 weeks, no refund is possible, however a substitute attendee is permitted.
Audience
The course has been designed specifically for council staff who represent the procurement professional within each and every council, wether they be in engineering or the Procurement Manager in the organisation. The course targets professionals who are or are seeking to be influential and heavily involved in council procurement strategy and the practical application of effective procurement practices within the council.

Towards Better Tendering (TBT)
Towards Better Tendering is a focussed one day training course specifically designed for staff with tendering responsibilities who may not have time to undergo lengthy training but would benefit from a succinct course to enhance their tendering work.
Towards Better Tendering has been available since 1999 to all tiers of government and the private sector in Australia and New Zealand.
The session is a practical one where delegates will learn about and apply better practice techniques in a series of breakout sessions.
The Towards Better Tendering workshop topics include:
- Governance;
- Tendering stakeholders;
- Structure and content of tenders;
- Evaluation of tenders;
- Determining best value for money; and
- Preparing evaluation reports.
Delegates will attain a greater understanding of the tendering and procurement process and leave with procurement resources made available by Lange Consulting.
At the end of the seminar delegates will:
- Appreciate the range of stakeholders affected by tendering and their needs;
- Understand how tender documents can be arranged so that suppliers find requests for tenders easier to respond to and incoming tenders are easier to evaluate;
- Distinguish between the effectiveness and risk of suppliers;
- Apply straightforward techniques for determining the most advantageous supplier;
- Have an awareness of how technology can make the tendering process more efficient, and;
- Understand the significance of probity and ethics.
The facilitator is Colin Lange, a specialist consultant to Local Government who has worked extensively on large value tenders for Local Government across Australia.
This event presents an opportunity for Local Government to enhance the quality of tendering within their organisations.

Cancellation Policy
Registrations cancelled up to two weeks prior to the event will receive a full refund. Cancellations inside two weeks of the course date or no shows on the day will be charged the full registration fee. Substitute enrolments are accepted.
